The Herald has been generally supportive of using GPS to track violent criminal offenders, particularly sex offenders who are released to the community after serving their sentences.

Although the plastic bracelets hospitals adorn their patients with may be colorful, they are designed to indicate special patient conditions, rather than make a fashion statement.

He and others took part this week in a training program for Project Lifesaver Caregiver, which uses personalized radio transmitters and electronic tracking equipment to find missing people. The training sessions concluded yesterday.
Sue Patalano, of the Wood County (W.Va.) Sheriff's office and a Lifesaver instructor, said the program is used to find people who typically wander off, such as in certain cases of Alzheimer's, autism, Down Syndrome or traumatic brain injury.
The transmitter is part of a bracelet that a person can wear on the wrist or ankle.
Each bracelet transmits on its own frequency, which then can be tracked. The handheld antenna enables tracking of up to a mile, while a related antenna on a car can cover a quarter-mile radius, Patalano said.
Helicopters, which allow for a larger search area, also can be used in tandem with ground search-and-rescue crews.
When a person with a bracelet becomes lost, the caregiver can notify rescuers and give them the related transmission frequency

NEW CITY - Rockland County officials Wednesday said their Secure Continuous Remote Alcohol Monitor, or SCRAM, monitoring bracelet program for DWI felons is working well. The program began in May.
Participants are required to successfully complete an 18-month program and wear the SCRAM bracelet, which is attached to the ankle and automatically tests for alcohol 24 hours a day, for at least 180 days, while under the jurisdiction of the drug court.
Participants must also receive inpatient and/or outpatient treatment, attend self-help meetings and make weekly court appearances. The Sheriff s Office also performs home visits to monitor participants, who, in addition to any license suspensions or revocations, are forbidden to drive

Adult probation officer Scott Patterson can learn through the click of an e-mail if a defendant participating in a new program has consumed alcohol.
The program, which consists of an ankle bracelet with the capability of testing a defendant's skin for alcohol, will alert Patterson to a possible violation of court order, he said.
SCRAM -- the Secure Continuous Remote Alcohol Monitor -- is an ankle bracelet with sensors that detect alcohol on the skin through vaporous or liquid sweat. Readings are taken at least hourly and stored in the bracelet until daily communication is made between the bracelet and a modem in a defendant's home, according to Alcohol Monitoring Systems Inc.

A Surrey woman robbed of a valuable bracelet may have been deliberately targeted, say police.

Only 11 players are all that are left from a field of 110 in the second event at the 2008 World Series of Poker-Europe and even the most novice poker fan will recognize the names at the top.

'The difficult issue of monitoring alcohol has been overcome by the use of the special ankle bracelets that measure and immediately report alcohol use 25 hours a day,' said Judge Charles Apotheker. Home visits by the sheriff's office act as additional monitoring, he said.
The Rockland County STOP-DWI Office allocated $40,000 for the year for the alcohol monitoring program; $30,000 for the bracelets and $10,000 for the Sheriff's office to monitor the participants.

They did not take long in making their presence felt, many of them were on the leader board at the second event of the Series. A H.O.R.S.E. Event is the second event at this year's WSOPE. Phil Hellmuth, Phil Ivey, Jeffrey Lissandro, and Howard Lederer all made it to the late stages of the tournament that had 110 people enter. Ivey, Hellmuth, and Lissandro have all been eliminated leaving only Lederer looking for a bracelet in the event. He is currently the chip leader with 380,000 chips. Lissandro led in chips for a while in the tournament before being knocked out

When the smoke cleared on Monday night from the European metropolis, Jesper Hougaard defeated a field of 410 entrants en route to a 144,218 payday in the 1,500 buy-in No Limit Holdem tournament.
With the win on Monday night, Hougaard became the first player ever to win World Series of Poker bracelets on both sides of the Atlantic Ocean. He took down a $1,500 buy-in No Limit Holdem tournament in Las Vegas during the 2008 WSOP, banking $610,304. The former player and coach of the Danish National Table Tennis Team, Hougaard also became only the second player to capture two WSOP bracelets in 2008

Jesper Hougaard wins World Series of Poker bracelet

As everyone in the poker world had expected, yesterday was an exciting day at the World Series of Poker Europe hitting its first climax as the final table of the first event played out until one player walked away with the bracelet.
After hours of fantastic poker play which had many twists and turns that nobody saw coming, it was Jesper Hougaard who took down the 1,500 no limit holdem WSOPE event. Hougaard was awarded the coveted gold bracelet along with a prize of 144,218.
This was Hougaards second WSOP bracelet in three months and makes him the first person to win a gold bracelet in both the United States and the United Kingdom.
Hougaard was not the favourite, however, going into the final table of this huge event because the chip leader had about 1/3 of all the chips at the table. Everyone expected the 20-year-old Adam Junglen to cruise into victory at the final table after having the chip lead all the way from day 1b in the tournament.
However, the young poker player found himself on the rail watching the action after dropping out in sixth place for 28,598. Many are wondering if the pressure of such a big stage got to the young player, but either way he must be happy with a respectable finish.
The first tournament was full of poker professionals from all over the world, including the big names from the US, such as Mike Matusow, Howard Lederer, Phil Hellmuth and Daniel Negreanu who made a strong run at later stages of the tournament but ended up going out after losing a coin flip

Viewer tips helped lead to Wallace's arrest, but he was released from jail and charges were dropped after the district attorney said there wasn't enough evidence to make the case against him.
Two weeks later, Wallace was arrested again for possessing stolen property. He was released from jail with an electronic monitoring bracelet.

Busto is working with law enforcement on a pilot program called Project Lifesaver. A bracelet serves as a tracking device.

But the effort was an earnest one: I really wanted to understand the language of the many memorials, the changing ways we look at war, the way war itself has changed, and how people are affected by that.
There are pictures I didn't take, out of respect for the feelings of those who grieved. And there are those I took in an effort to understand better, like this one, where my own reflection appears behind the name of a fellow 'Newland' who died on duty in Vietnam.

Of all the shots I took, I think the one that affected me most was this one of a simple, metal bracelet engraved with the words 'S/SGT Perry Kitchens - 11.3.70'.

The bracelet had been left at the eastern corner of the memorial wall, just where it begins to rise up from the ground. It made a compelling image, and I couldn't help wondering what the story was.
At first, I presumed that the bracelet had belonged to Staff-Sergeant Perry Kitchens, and that perhaps a loved one had left it there. But did that make sense? Why would someone let go of something like that after so many years? And then of course, the date didn't add up: surely, if Kitchens had served in Vietnam, that date represented the date of his death

To help ward off these problems, the St. Clair Police Department has initiated a program designed to give caretakers peace of mind. Now, that program is being modeled by other departments.
Safe and Sound was developed to assist children and adults with special needs who may not be able to communicate if separated from their caregiver. The program involves giving the subject a double-sided bracelet with a help message, the department's 24-hour phone number and an identification number.
'We are the only department in the state offering this program,' St. Clair Chief Don Barnum said.
Since starting the program, more than 70 applications have been submitted to the department

ENCINITAS - Encinitas resident Marilyn Miceli treasures a childhood memento that connects her emotionally to Republican presidential candidate John McCain.
Miceli, 48, is glad she kept the metal bracelet engraved with McCain's name that she purchased as a girl in 1971, while he was a prisoner of war in Vietnam.
She wore it with pride, not knowing anything about the missing serviceman except his name and rank.

BELLINGHAM - A local family was able to track down a missing relative Sept. 11 thanks to Project Lifesaver.
The nationwide nonprofit program helps families locate loved ones who have Alzheimer's disease, Down syndrome, dementia and autism, if they wander off. Clients are given a bracelet that emits a unique radio signal, which law enforcement officers can easily track.
The program is offered in 42 states through 630 law enforcement agencies. In Washington state, 17 counties participate. The Whatcom County Sheriff's Office teamed with the Alzheimer Society of Washington to establish the program here July 1.

Troy Jonathan Cohoon, 23, twice cut off electronic supervision ankle bracelets between mid-August and early September and led Stellarton police and RCMP on a 43-kilometre cross-country chase before being jailed late last week. Cohoon was given a nine-month sentence in May to be served as six months house arrest followed by three months of strict supervision after he pleaded guilty to producing and possessing marijuana for purposes of trafficking. A condition of his sentence was that he abstain from alcohol and other intoxicants

The unstoppable juggernaut that is the 2008 World Championship of Online Poker kept rolling this weekend at PokerStars, with three events crowning champions and a fourth setting the stage for a Day 2 finale today.

A total of 960 runners turned up to contest the bracelet Saturday in Event 17, $530 Pot-Limit Hold'em (six-max), building a prize pool of $480,000. That topped the PokerStars guarantee by a full $80,000, again showing just how popular this long-running tournament series is.
By 3:04 am EDT, 12 1/2 hours after play began, the final table was set. About half an hour later the table was three-handed, but it would be nearly another hour before the final heads-up match was set

Paul Graziani, at age 54, has served his time. He wrapped up a 17-year prison sentence last week and, despite a long history of violence and trouble-making during his imprisonment, state law enforcement officials say their hands are tied by Connecticut law.
Other states, they say, allow more leeway in continuing to hold prisoners after their sentence is up if there are concerns that they will re-offend due to a warped mental state, for example. Such provisions in the law are particularly handy outside of Connecticut in protecting the community from hardcore pedophiles who've shown no signs in pre-release psychological testing of changing their mindset or impulse control.
Graziani's release conditions call for temporary monitoring with a GPS ankle bracelet. We all know the limits of that technology after reading news last week about a Southbury rapist who was mistakenly charged with violating probation after his GPS ankle bracelet malfunctioned. For now, Graziani is in a locked-down mental hospital in Middletown
